Every Canadian institution that adopts AI today does so on infrastructure it does not control, in jurisdictions it does not govern. Canada has the research talent and the clean power to run frontier compute at home — what it lacks is the company building the sovereign stack: Canadian-hosted inference, data residency by default, and models that public institutions can actually deploy.
