Canada claims the second-largest landmass on earth, much of it sparsely connected and increasingly contested as the Arctic opens. Sovereignty in the North is, practically, an infrastructure problem: reliable connectivity, supply chains and logistics for remote communities, and the monitoring to know what's happening across territory too vast to patrol. This is a dual-use frontier where the civilian and the strategic overlap, and where almost nothing has been built.
